World War I brought thousands of Black Americans to the big cities, lured by the promise of good jobs and a share of a more prosperous life.

The standard of living did rise, but not as equally as these Black Americans had hoped. Even Blacks with higher incomes found it difficult to escape from their inferior housing. For Ruby, and many like her, even limited progress seemed temporary.
